Sen's Pixel Eye Steps (OwO)b

 
Drawn in MS Paint (because its the easiest program to use + cheapest)
Don't mind the explanation in the picture. I write it in the middle of the night and I'm lazy to fix it.

Draw the circle using darker color.

Draw another circle inside the first circle and fill the darker color. This is the pupil.
 
Fill the white part in the circle with lighter color (eye color). Draw another circle to define the iris.

Shading the iris using pencil tool of smallest pixel size. Gradually shade from darker part to lighter part.

Do shading fro the line too. The part where the light hit will appear in lighter color.

Highlight the eye. Put the part where light hits with the color that compliment to the iris color. Its depend on how you see it. Example, I put yellow highlight on red, green and blue eyes. If the blue eyes are really dark colored eye, I put neon blue as the highlight. I also put pink highlight on purple or redeyes. Its depend.

Now draw the eyelashes. I use curve tool to draw eyelid and pencil tool to draw individual eyelash. I use the same color as the line for drawing eyes.

Shading the eyelash. The outer part will be lighter color.

Highlight the eyelash a little. I make it looks a little shine.

Do the eyelash shadow on the eyeball. The eyelash protect the upper part of the eyeball from direct light.

Now, to get identical eyes. Select the eyes and copy and paste it. Flip the paste one so it will be the opposite of the original one. Align it properly with the original eye.

Put shine on the eyes. The shine must me same.
